Are there rotary vane pumps for liquids?

certainly there are, have you ever seen a rotary drum pump for pumping liquids from 44 gal drums, they are rotary vane pumps.

There are but the most common use for liquid pumps are hydraulics and they "pulse" in that use. Some are used to pump fuel in diesel engines.

Yes, we use them for chemicals all the time... Viking pumps (the manufacturer).
