French is the second language in Canada, and a lot of people speak it there (I believe that everyone in Quebec does.)

One the west coast of North America, you will find a large Japanese population (at least in the U.S., I've heard in Canada, also.) That might be something to pursue. Although, Japanese will probably be harder to speak than French, due to the different tongue & writing style.

Good luck.

Definitely French. It is the second language in Canada and will see you in good stead for learning the other romance languages. However, Mandarin may become far more widely spoken in the next 10 years or so due to China's rapidly growing economy.
