In Microsoft Office 2003 is there a setting for predictive text the same as many mobile//cell phones?

No - The nearest thing in 2003 is autotext which isa long way from predictive text. I don't think it is in 2007 either. I did try 2007 but removed it after a week my version was too unstable - Maybe Office 2020!

No, as far as I know ...
Excel can copy a line typed before, but this can't be considered as predictive text, I suppose ...
