I've checked alignment, inside the pulleys for burrs, rough spots. No fluid leaking on belts. Could it be a bad vibration damper? damifino @ this point!

Tighting them may help, but most likely you have a bad pulley or idler. either one has a rough spot in it or one is froze up or it has a rough edge. Another problem could be that some thing is out of line once the belt is on look at it from the side and see if every thing lines up straight.

If it was the vibration dampner you would be able to see a whobbling movement in it. I would pull the belts and turn the pullys by hand and see if one is dragging. A good tension test is about a 1/2 inch of movement in the belt(up & down) per foot of belt. Ex: if between the alternator and power steering pump you have a straight belt say a foot and a half long you should have about 3/4 of an inch of movement.

Look closely at harmonic balancer to see if the outer secton ,or where belt drives from has not slipped forward and caused the belt to run out of line. There mounted in rubber and over time will do this.
