I currently work as a conntroler with in the railway industry for a train operating company but i want to move to the isle of man. i have tried numerous web sites without any joy of even finding out who to approach never mind a vacancy list, can some one point me in the right direction please

I suggest you write to the Director of Public Transport, Government of the Isle of Man. There is a guide with email addresses at the address in 'source'. However, that site does list vacancies in the IoM Government services and I didn't see any for the railways. Bear in mind that you don't need permission to settle on the island but you will need a work permit if you get a job.
