Milan, Italy - grimy buildings, and nothing much to see outside of Il Duomo and the Castello Sforza. Oh, and tons of shady looking folks in the train station and around Il Duomo.

Bristol, England. Only certified maniacs or unsuspecting visitors are allowed to drive in the centre of town.

I could think of Sao Paulo (and yes, I am Brazilian, but Sao Paulo is terribly dirty, big, suffocating city.... even Brazilians don't like it.)
