check out this product. It is absolutely the best for controlling a dog I have seen or used. Watch the videos..I got mine on eBay, for only $12..I can't believe the bargain!
Anyway, once you get them under control this will work.
As you are walking, be very vigilant, to spot dogs or people approaching sooner than your dog..Pull the dog close, and say 'Tsk-tsk' and give him a small treat. (I like to use a pocket of kitten kibble for this) and as the people get nearer give him another..Don't pay any attention to whatever his reaction is to the other people.Just keep him near your leg, very close...However, do this every time anyone approaches you..
Soon, as the dog sees a dog or person approach, he will look to you for a kibble and a praise..move in close to you, and will likely wag his tail instead of growl or bark..Don't forget to make the unique sound of 'Tsk-Tsk' each time..
This should work in about a week, although if they have dog-aggressive pit bull character, it may take a few more days for them to ignore dogs..

Give the 'quiet' command and give a treat if they listen. If you catch them barking at home, use this as an advantage to teach them the command. Constant training of the command is key. This way, they know what you mean and if they do as you say they will get a treat.

Use a distraction each time with a special treat or a piece of food to divert their attention. do these for several weeks until they calm down. i had the same problem with my beagle, he barks at everything that moves!

My dog also barks and I found a good solution is to give a toy to the dog, for me it has worked!
