Puppies are usually completely weaned from mom when they are around 5-6 weeks old so at 7 weeks it is perfectly safe for your dog to drink water. There is no need to feed puppy milk as long as you feed a high quality puppy food. Sometimes you can soften the puppy food with water. I like to add a tablespoon of plain yogurt with active cultures to the food. This helps build up the beneficial bacteria in your pups stomach while it is transitioning into his new home.

Some pups will also get diarrhea from this change and a GREAT alternative to diarrhea or medications is to give a bit of canned pumpkin with his food. No more than a tablespoon and it will help firm up his poo. Interestingly enough pumpkin works the other way as well...if he is constipated it will help him go. Make sure you get 100% pure pumpkin and not pumpkin pie filling. This can usually be found in the spice aisle of your local grocery.
