If you are positive that he likes you as well, make the move on him, or at least make your intentions fairly clear while maintaining your dignity. If he likes you and you make it clear you feel the same, that should open things up more and he should feel less self-conscious about making the first move.

I want to be the first one to make the move. That's my place, I'm the man. What kind of girl? I'd prefer a mix between the three. You want her to be the girl that likes you, and some flirting is great. But not over the top. And sister is pretty good. Just don't go from sister to mother. That's irritating.

I rather a girl flirt with me - and knowing what she wants from me - You guys need to get to gether and talk.
I would ask her would she rather be sister to me or or g/friend.
Maybe she just wants some attention - for whatever reason.
