It could be an irritated cranial nerve, or simply dry skin. With 99.999% confidence, it's not a tumor.

Can you usually touch your brain through your skull?? No. Not unless your soft spot hasn't sealed yet. So, if you can't feel your brain, then you wouldn't be able to feel a brain tumor, either. Probably nothing to worry about. If you're still convinced something is wrong, please make an appointment with your family practitioner.

depending on it's location, a tumor can cause a swollen reaction, so you might feel pressure on you head, but i'm not sure what kind of feeling it may have.
