Your face is likely oily for one of 4 reasons:
1.) It's genetic
2.) It's your diet.
3.) It's an imbalance of hormones.
4.) It's a combination of the 3 above!
Here's some helpful hints:
1.) It's genetc- there's not a whole lot you can do if despite eating a really clean and healthy diet and proper hygiene your face continues to be oily. You may need to see a dermatologist for medications that may reduce oily secretions in the skin. (keep in mind however that often these treatments can be very drying to the skin and hard on the liver.)
2.) It's you diet- contrary to what you might hear, in some people, a less-than-perfect diet can cause excess oil production in the skin. It is highly common for certain people who eat processed sugar and refined grains to experience increased sebum production because sugar and refined grains cause a surge of insulin and other hormones in the body, triggering oiliness. Food allergies are another cause, commonly to dairy, wheat/gluten, and trans fats. Want to know for sure if diet is the cause? Cut out all sugar, refined grains, and dairy out of your diet for about 4-5 days and see what happens. I personally have this issue and must eat a very clean and healthy diet in order to maintain balance in my skin.
3.) It's an imbalance of hormones- this could be a side effect of the diet, or it could be caused by something else. Only your doctor will know for sure.
Stress, lack of sleep, nutrient deficiency (especially vitamin B) are other causes. Experiment with your diet and see if that doesn't help- it sure helped me.

There are two rules that most people follow when it comes to their face. If its oily, keep it dry. If its dry, moisturize. If you're in between, well you're in luck. In your case, you could use an astringent to keep it dry and clean, and it's good that you would also use oil free products. Keeping your face clean will prevent clogging up your pores. It also depends on which part of the world you are at, since high temp high humidity areas will generally keep your face very oily. Keep it clean and dry by using a mild soap (Ivory, Dove, unscented soaps) and water.
As for not eating oily food (which is an adage most people follow to "prevent" pimples, avoiding chocolates and the like...) that's actually a fallacy.

Change your diet: what goes in has to come out some way. Cut down on processed foods and eat more fresh fruit, vegetables and whole grain items like porridge.
