http://www.visa12.com is not a US government website. They are a business who charges money to help you apply for the green card.
http://www.uscis.gov is an official US government website which should help you.

You want the website Geoff gave you. All government (official) websites end ".gov" not ".org". There are a lot of scam websites. Go to the official one. Look for 'green card' then 'residency through the diversity lottery.'

The program is official. The organization is a commercial one. Leave your contacts on their site & thay'll call back to you. So in 5 minutes you apply for the Green Card Lottery and 100% enter the lottery.
