He's trying to make u jealous. When us guys are too nervous to talk to u ourselves, we flirt with our friends or girls we are more comfterble with to get under ur skin in hopes that maybe u will start to flirt with US. i do it all the time. Don't ask me why. And if he's staring at u, it's a super good sign.

It could mean a lot of things, and you didn't give enough information to really say with any confidence. Assuming you guys don't know each other well already, and he stares at you a lot when you run into each other, it probably means he's so attracted that he doesn't know how to talk comfortably with you. I used to talk to other girls and only glance subtly at the girl who eventually became my first serious girlfriend. She later told me that I was staring at her, and flirting with everybody else.
Point being, the other girls were safe, since I wasn't really interested in them.

he likes you ! I personally do this stuff a lot too ! I would flirt with other girls in front of the girl I like to see how she reacts !

he stares at you b/c hes trying to find out if you are interested, but he prob assumes you're not interested since you dont flirt with him
i personally dont do this, but i know some guys do
if i like a girl, im going to tell it to her beautiful face and then flirt with her

maybe he's waiting for you to make the first move. mixed signals or not, don't let him cnfuse you. have fun, if it's a go, enjoy. but if not, move on.

you can call it playing hard to get...guys never stop flirting with other girls until they're in a relationship...and sometimes that doesnt even stop them.

im sure he likes you i do it alot myself when i see a cute guy i always like not make a scene but make a scene you know draw attention to myself or atleast i tens to. he probobly just wants you to notice him and like him. he wants you to be jealous...and its working :)
