He looks like is supposed to be a bearded collie to me. He has a tail and old english sheepdogs don't have tails like that--they are either born with a bobtail or are docked. Also Old English Sheepdogs are grey or merle blue and white, where as Bearded Collies can be fawn and white...which is somewhat close to Barkley's coloration.
