Turn him into INS...don't go to the local police. They usually tell the person to split before the INS get there...Had a cousin who worked for social services. She made the mistake of telling the locals before the INS, and surprisingly, all the illegals disappeared before the INS got there.

Notify INS. Immigration and Naturalization, he could be collecting SS benefits and misusing it in other ways as well. Perhaps he is a felon and can't get one any other way. But I would notify the authorities, or Social Security Administration.
