We ask people to do that because there are 2 most crucial times during. Take Off's and Landings. That is when most of our fires are. So 2 reasons.

1. To watch for fire outside during takeoffs and landings

2. In case we have to evacuate the plane, we have about 90 seconds to evacuate and would not want people running into each other.

Also, just something interesting too. Do you notice that when you fly in the dark and 30 minutes before landing they turn the lights on?

Yes...It is wake up time. Is that the reason? no
The reason is that the Aisle path lighting is florescent and has to be illuminated just in case of a landing and we experience a disaster, we will have lights to see the exits. Its a high tech major glow in the dark lines on the floor.

This is a regulation by the ICAO regulation on passenger flights as on an emergency, they need to see outside, if there is an aborted take off. Even when landing they tell you this or come and open the shutter when its closed.
