Yes they are. Angiosperms are flowering plants. Gymnosperm means "naked seed" and refers to the plants which produce cones instead of flowers. Angiosperms are considered the MOST evolved form of plant-life - but it is still being debated whether Angiosperms evolved from Gymnosperms or not (though it seems likely). Angiosperms are the newest form of plantlife, and did not dominate the planet like they do now until quite recently (compared to how long plants have existed anyway).

nope. Angiosperms are cone bearing and the angiosperms are very primitive.
