Nothing is 100% guaranteed. We ladies can ovulate even during our menses, on some occasions but that would be the safest time.
That and two days following the end of our menses.
Our bodies are fickle and can be very tempormental from time to time.
If you are not currently using a form of birth control, those two times would be the safest.
The reason being, two days after, the end of your menses, we can ovulate again.
It is rare but it happens all the time. Look at how many paternal twins there are.
The result of a second ovum falling into place, to be fertilized.
The safest and most successful way to avoid becomming pregnant is still. the old fashioned birth control pill.
If you are worried that you may have become pregnant and you had sex during your period. you can relax a little.
It happens but it's rare.

Although there is a usual time when ovulation occurs for a woman, she can ovulate more than once. Don't go by her cycles for birth control. You will likely get her pregnant. The safest way is for her to be on the pill, or for you to use a condom (and use it properly). To be absolutely sure (because NO method is 100%), use a combination. Condom and spermicidal foam for example.
A woman can get pregnant during menses. Especially if she ovulates twice. Be more careful, and take appropriate precautions. Have fun (safely)!!

The safest time to have sex is when you're married and you know both you and your spouse are free from STD's. If you are married, the safest time to have sex is about a month after she starts the pill AND after you've put a condom on or inserted spermicide jelly.
I think that last question means "can she get pregnant if we have sex during her period?" The answer is if you're having unprotected sex, it's ALWAYS a possibility. The odds are slim, but there are still odds.

It's never safe to make sex if you mean when can you have sex and not expect to get pregnant... it can happen any time.
If you don't want babies either abstain or use protection

Well if you mean w/o protection there is no safe time unless you want a baby. A woman can potentialy get pregnant every single day of the month even on her period!
