The FBI will usually get involved if a crime is committed in more than one state. i.e. You kidnap a person in California, drive to Nevada, murder them there, then drive to Utah and rob a bank. The FBI would get involved then.

Generally, when federal crimes are committed. This is really a very gray area, because they can weasel their way into investigating crimes against the state, by creating legalistic language and by other such methods.
