Yes all VW's came with heaters, remember they were made in Germany where it can be bitter cold in the winter. The heater system work by utilizing the heat made by the exhaust pipes. The exhaust pipes have a heater box constucted over the pipes. The pan of the car has ducting built in. The heat is transfered from the motors exhaust to the ducting by heavy insulated tubes.
The motors cooling fan doubles as the blower for forcing the heat into your car, and is regulated by cables that are located on either side of your hand brake.

They had an optional gasoline heater in the Canadian versions - not sure if they were legal in the US. They were a gasoline powered heater with a 6 or 12 volt fan, you started them with a spark plug and they were real death traps if you didn't run an open window cause the carbon monoxide would build up in the car. About the size of a big lunchbox, they sat on the rear package shelf.

They have always had heat exchangers from the exhaust. They work but not very well below freezing. VW bugs have always had a optional gasoline fired heater that worked very well. You can still buy the heaters.

The " Heater" in a Beetle of that age uses heater boxes and the engine cooling fan to do all the work. The "fan" is turned by the generator/alternator and ultimately by the fan belt. The lower the gear your in....the faster the engine turns and the more warm air you get. I can tell you, I froze my Butt of in the ones I had when I lived in Maryland...freezing rain is the worst.....not enough air blowing to keep the windshield clear.

Stock exhaust on the Bug will give excellent heat, check the cables running from the levers by the emergency brake to the flapper valves on the stock exhaust. These cables sometimes rust and brake which will kill your heater.

If it's still intact, there is a knob down by the gear shifter. Spinning that knob closes a little door back on the engine and forces hot air into the cabin. More turns for hotter, less turns for warm.

heaters no
heat exchangers yes

The heat exchangers used exhaust heat to warm the inside of the car they are not very effective but if you like bugs you'll learn to live with it.
