I live in an apartment complex and I have been here for 10 years sorry to say that but it is true. ( Meaning that I wish that I did own my own home) But that is not the case so. I live down stairs and about 2 months ago this silly looking girl moved upstairs above me with her two kids, they are so very loud. I didn't say anything to the landlord at first because, I said to myself they are just getting settled in but now they have been here a good while and all you can hear is bump bump bump all the time, plus loud music that I care not to hear at all. This BiTgh does not work and will not be quiet at night so that I can get my rest to go to work the next day. I'm sure she is playing the system to pay rent for her plus food stamps and who knows what else. She is as about as low as you can go. What will the police do about noise like that if I complain to them, my landlord just said let them settle in. She does not care as long as she has all of the Apartment filled she doesn't care.HELP

If it is the stereo or tv they will ask her to turn it down and will tell her that it was you who complained if she asks. If it is just normal walking around every day living kind of noise that is too loud because the floors are too thin in a cheap apartment, then there is nothing they will do. This is why I live upstairs. Ive often wondered why the downstairs condos were always more expensive and in big demand. Upstairs our heating bill is practically nonexistant and we dont worry about anyone walking on our ceiling. You can ask her nicely, buy her some area rugs that may help, move to an upstairs apartment and that is about all of your options. Cops and courts frown upon people who complain about little children playing. You might try banging on the ceiling if they get too loud. They may take the hint. After 10pm though you should not hear much of anything from the upstairs, the children should be in bed so anything besides walking around such as loud tv or partying then you have a right to complain.

You didn't say where you live, but around here any noise that is loud enough to be a disturbance to your neighbors is against the law. The police will come and give a warning usually the first time. After that if you call again to complain on the same address and the officers hear the disturbance themselves, the ticket is around $400.

You have to be willing to sign the complaint, though. A lot of people will call the police, but when it comes down to it they don't want to sign a complaint. So then the noise just goes on & on.

My goodness, I know what you're going through. First, I'll try to answer your question. The best thing to do is talk to your neighbor first and see if you and she can come to an understanding and get an agreement about bringing the noise level down. If she continues, then the next step is talking to the manager. The manager then is the one that should take over from there. If she still continues just keep reporting her to the manager. If the manager really does not care enough to get this resolved then you find out who the owner is. Just keep going up the ranks until you get it resolved. The police really can't do much or anything at all. Be tenacious. You may have to go to another authority.
I'm going through somewhat of the same thing here at my place. The noise is maddening. Your neighbor's sounds like a bump, bump, bump. Well here it sounds like little bombs or missiles are being dropped. Every single time it happens I jump, because it's always unexpected of course. And I get tense. My arms go up in front of me when I jump and my hands instinctively clench into fists and I have to force myself to take deep breaths so I can calm down. That's takes awhile. So I do sympathize. Good luck. I'll be praying that you can get this resolved.

The police will go speak to them and ask them to be quiet. They usually issue a warning first time. Most cities have a noise by-law and people can be issued a ticket with a fine for excessive noise. It is better if the noise is going on when the police go there as so they can hear it themselves. Keep in mind though that kids are noisy by nature and "normal" household noises like "bump, bump" because they are playing, are to be expected and may have to be tolerated. Police will keep your identity secret, however if you are the only neighbour then it won't be hard to figure out who is complaining. Keep complaining to the landlord he/she may get fed up of hearing from you and will eventually talk to the neighbours for you.

Do what I did,I'm normally a quiet person. A few years ago this foul mouthed low life moved in above me,Loud music and what sounded like golf balls being rolled along her floor went on till sometimes five in the morning.One morning when it was time to get up and had hardly any sleep I didn't go to work, instead I hung my speakers near to the ceiling and her bedroom floor 8 30a.m I turned the stereo on quite loud and shut the door,sure enough 10 mins later she was banging on my door, I didn't bothering answering, at 10am I started doing some D.I.Y with my electric drill in the living room sure enough she was down banging the door again I don't know where I got the courage from but I opened the door like a madwoman asking her what the F she wanted, amazingly she was as nice as pie asking if I wouldn't mind turning the music down just a little, I explained to her that some A***.H ***had been playing their music loud last night and as I'd missed work I was starting some chores that I had to finnish and I like loud music when I work,but as a favour to her i'd lower the volume, but in future If I was kept awake by whover was playing loud music i'd go to the noise abatement society and they would find out where the noise was coming from then i'd push for them to be evicted. Strange but true the loud music and noise stoped

If they are making noise late at night, the police can tell them that they are disturbing the peace. I'm sorry to say that you may have to move to get away from the noise. Talk to your landlord again. Tell her that she could lose an excellent long time tenant because of a new one who may be tearing up her property. At the very least, she should talk to the new tenant.

It is annoyinng...isn't it...I had to be in a hotel for a couple days....nice and quiet the first couple nights.....the last night about midnight...all of a sudden jumping, screaming, my TV kept.....bleeping out......finally about 3a...quiet...by 6a....jumping again...thank God it was my last night....couldn't the desk have given them another room...it's not like the hotel was filled...wonder if they just did that to bother me.
If it is after 10p, I think they can come over and give them a warning, and depending on where you live, they can fine them after three times.
There are a lot of apartments that won't sell to people with kids.....

Particularly they will first give her a warning. If it continues you should notify them again. After repeated warnings and checkups AND she still continues to be noisy and disruptive they will arrest her for public disturbence and the landlord will kick her out because the police will ask the landlord why isn;t he/she doing anything about it.

it does make a difference where you live at. If you live in a 'white' or mostly 'white' community then the cops will go and give her warnings or whatever if its like after 10pm or something. If you live in a community with mostly minorities then the cops dont give a sh*t and will ignore your calls because they will have more urgent issues or calls than a noise complaint. Its true
