It could be a toss up between the jackhammer or the Pioneer TS-W5000SPL.

Kicker, JL, Clarion, etc, are far from producing the loudest 12" woofer. I would have to disagree with the MTX Jackhammer.. seeing as how it is 22" instead of 12". I would say the most powerful 12" woofers are...
Oz Audio Power 12.1 (4000w RMS)
Hifonics XX-3212 (3200w RMS)
Fi Audio BTL12 (2000+w RMS)
RE Audio XXX12 (2000w RMS)
Soundstream SPLX-12 (1000w RMS)
Granted that there are other woofers I didn't mention that can supposably handle more power than these listed, I doub't they can produce as much spl as these. Keep in mind that all of these woofers are quite pricy.
