First there was a lens error and now there's like this black stuff in the lens area. I'm wondering if I should get it fixed or just buy a new one.

I'm sorry but you need to get a new camera. Having these new point and shoot cameras fixed is quite pointless. It would actually be cheeper to buy one.
All these cameras are dependent on its "eletronics" and they tend to cut down on the durability of the mechanical parts. Most of the internal parts now a days are made of plastic. All the cameras shoot well, but once you drop them or jar them badly, thats it.
its seems from your description, the shutter doesn't open up any more or the internal mechanism of the lens is jammed up. try helping the lens out. If it works then you are lucky. if it doens't. Its time for a change.
