Someone who has not been with a lady for a long time has had all that time to make plans for the hugs. Since hugging is a wonderful experience and can be done in many ways and positions, that someone wants to do it, all of it! Hug away, there is nothing wrong with hugging!!
Most of the time, after hugging, both parties involved leave happy and satisfied. We like to say that about other interactions as well, but... Hugging is safe and is allowed to be commited in public. Although in this modern age, same sex hugging is still taboo for some.

I went six years without any real human contact, it got so bad that I could not let my female friends touch me, the pain of being alone would overwhelm me.
A lady friend was telling me about being lonely I said " look in my eyes and tell me about being alone" she did, it made her cry
There has been times in my life that I would have sold my sole for one loving touch.
