Well, one of the first rules for cooling down is to increase surface area in relation to mass. In otherwords, if you're overweight at all, get in shape. That is, by far, the most effective thing. (Also, when you're in shape, body does a better job at heat regulation, as the heart is healthier and can pump warm blood easier when needed, and cooling down happens more often naturally.)
After that, clothing does make a difference. If you want to be cooler outside, generally something baggy that kind of shades your body but doesn't sit close to it. (Ever seen those old arabian outfits in the old movies where they're almost completely covered yet out in the desert? You think, "I'd be so hot wearing all that..." actually, they're clothes help keep them cool.) As old-school as it is, a thin cloak will do wonders to cool you down in hot weather when used right. Basically plan to have something that keeps light form touching you, baggy to where it doesn't touch you much, and has lots of areas for air to escape.
Also, to cool down, where very light colors. White or something reflective. This will bounce light and heat away from you. (And if you insist on wearing something layers, have the inside layer black, and outside white. Then the black absorbs your heat, transfers to the white side, and actually sucks a little heat out of you.

Wear cotton-its light and allows air to pass through. There are cold packs look in sporting stores such as Rei , also stores where they sell weights, weight stations and so forth. The individual fans are good-very small so can carry with you wherever you go but make a breeze powerful enough to cool you. Also the skin misting sprays-water,herbs and so on made to refresh the skin and a couple of spritzes on the face and throat do wonders. Also come in purse size but the original can easily be kept in a purse.Drink Water--no sweet or high fructose drinks for the water will hydrate and keep you cooler while the sweet drinks will make you thirsty . Being hydrated will also lower body temperature. Take some sturdy towelettes and moisten with the brown vinegar and keep with you in a freezer bag for a freezer bag will trap odor-when you feel really hot take a towellette and depending on available privacy use to refresh be sure to use on the forehead---vinegar is very beneficial in lowering body temperatures and the brown vinegar has minerals esp potassium so will not dry and is beneficial to the skin-is used to bring down fevers and the vinegar smell goes away in approx 5minutes at the most.

The trick to staying cool is to remove layers as needed and discretey apply ice to the inner wrists. There are cold pack bracelets that you can wear on your writsts or you could just apply a glass of ice water to your wrists. It really works to cool down. But I wonder if you are having a lot of hormonal flux with your hot flashes. maybe you could consult your primary care physician about the possibility of treatment. Another great way to stay cool is to not worry or overextend yourself. If you feel you are overheating give yourself a break, apply ice to your wrists and breathe deeply, counting as you breathe in and out, 5 counts in and out, then increase to 6,7, 8, 10, until you feel calm and relaxed. Good luck!

They sell those neck coolers which work really well. I work in a shipping warehouse and our boss supplies them for us.
You can also make your own by sewing a tube and putting those expanding crystals(that they use in flower shops) in it and sewing it shut. Soak it in water to expand the crystals and then put it around your neck. If you want it cooler you can also put it in the fridge.
You might also have your thyroid checked. If you have a hyperthyroid it can make you intolerant to the heat. I had a hyperthyroid so I know all about that.

this is not normal.. i can't see you so I will have to ask if your not overweight... you need to tell your doctor.. it most likely just means you have an hormonal embalance.. you can take the Birth control pill to help or he can give you a hormon pill.. if your overwieght you might want to consider that the problem and work on it from there
