When a Canabis Sativa L plant is still in the seed form, is it better to give it more or less light to encourage germination?

I believe it's a little more light, and try a little miracle grow on the beginning stages and...oh, nevermind...educational purposes only.....

no light is always best when any plant is in seed form

If it is in the ground and doesn't get any light, does it matter.
