because he knew they were trustworthy and guided by the spirit. and he was showing that he had faith in them. also, he knew the time for him on earth was coming to an end and he wanted them to know that they would be continuing his work after he left.

The new covenant was just that .... NEW!
And the first thing Jesus did after his resurrection was to authorize his apostles to forgive sins in his name.
This was the most radical anti-sin measure in the history of the world. A totally new thing, never before seen.
A man authorized to do something only God could previously have done!
Logically, this was necessary to properly distribute all the grace that Jesus obtained for us by his death on the cross, as well as wresting the world from what remained of Satan's evil, but now thoroughly shattered, dominion.
Practically, it made the apostles (and their legitimately ordained successors and assigns) "Sin-Busters" of the first magnitude.
And since Jesus died on the cross so sins could be forgiven, what else would anyone expect him to do?
Protestants are so far off the mark on this one, it isn't even funny!
Most of them don't even understand the process, let alone the requirements ... for confessing sins to God .... either directly ... or indirectly.

It has been said that this passage has been changed from “faults” to “sins” in the modern versions. Hort and Westcott were both Roman Catholics and for them to change the wording to read “sins” gives credence to the Roman Catholic system of Confession. No where in the Bible are we ever commanded to confess our sins to one another. We are to confess our sins to God for it is only He who can forgive sins based upon whether a person is truly saved. (Mark 2:7 KJV) Why doth this man thus speak blasphemies? who can forgive sins but God only? The Pharisees were absolutely correct in that only God can forgive sins. In the Roman Catholic system, there is a very false belief that the Priest can give absolution for sins, in other words, they believe they hold the power to forgive sins. The bigger question is who forgives the sins of the Priest?
The word for “faults” in the Greek is “paraptomata” which carries with it the meaning of “a misfall or a mishap.” It basically carries the meaning of referencing a subjective weakness of a person.” It does not necessarily mean a person is sinning. For example, a person may come upon a car accident and see blood and instead of getting involved, they remain in the car when they could have helped. Now they could not stand to see the sight of blood and that is where they have a weakness which caused them not to be involved because of their weakness in that area and that does not mean they are sinning.
The word which replaced “paraptomata” in the modern versions is “hamartias” which is translated sin in the rest of the New Testament and it references a transgression of God’s law. It can be adultery, lying, stealing or any violation of God’s law and this is very different than a person having a weakness in a certain area. A person having a weakness in a certain area will not be the reason an unbeliever goes to hell but the transgression of God’s law will condemn a person eternally. This is a very important difference and shows how the modern versions once again placate Roman Catholicism and proclaim a very false teaching.

Jesus gave the apostles authority to forgive sins, so in a sense, you could say God ultimately forgives them. I think Jesus wanted us to have Confession, because it teaches humility, and a person will only confess if they are truly sorry - anybody can pretend to confess to God, because ultimately, only He will know what wrong-doing they did, and if they're sorry - but, because of social stigma, people will only confess to another person if they're truly sorry for what they've done.

Disharmony is the only sin against God.
How do you confess to your sins.
It's pretty simple you admit it and then say you are sorry.
It is a pretty easy thing to do unless ..... you are an egomaniac and feel that you never make mistakes.
Now to your question: Jesus told his diciples, when they went out to heal people, that they could not heal anyone, until they had forgiven everyone. It wasn't any special authority.
Everyone has the authority to say "I am sorry", and everyone has the authority to forgive someone who has hurt you.
Before you pray to be healed, simply review your life and forgive everyone who has hurt you. It's as simple as that.

yes but without confession you would carry a heavy burden with you for a long time, it is only through confession that you will be absolved of your sins,because priests+all the rest are the true link to gods forgiveness

When Jesus spoke to the Apostles He was speaking to His church. When He spoke to the Pharisees,Scribes and teachers He was talking to the Jews.He gave power to His church to judge sin, John 20:23. Not according to man but according to His Word.

You are right that only God has authority to forgive sins. Jesus is God, so He has that authority. And because He is God, He also has authority to ordain apostles (the first bishops) and to pass that authority on to them. When bishops and priests forgive sins, they don't do it by their own authority but by the authority of Jesus who sent them.
