G.S. is very close, but incorrect regarding the reading process. 1 occur at a transition between the places which do not reflect and the places which do reflect. That transition can be either from one to the other or back during a specific period of time. If during a specific period of time no transition occurs, the beam does not reflect for a long time or the beam does reflect for a long time, then that is read as a 0.
As far as materials go, they vary a little. The most common is a combination of plastic and metal. There are some writable ones which also include liquids and dyes.

no wires. made from polycarbonate plastic encasing an extremely thin layer of aluminum filled with tiny holes. basically, a compact disc is read by a laser, which cause the reading of a 0 when the laser reflects off the aluminum, and a 1 when the laser goes through a hole and does not reflect. this results in a string, like "0001110101001," which is then decoded by the player and turned into sound, movies, data, etc.
