Yes. But, to get as good as Lee, Chan, Li, or Jaa, you would need at least some measure of natural talent, or at least a very skilled teacher. Still, there's nothing stopping you from getting good enough to do anything within reason (the people you mentioned are/were EXTREMELY skilled). I would think it would also depend on the martial art you chose. If you only want to be the best at a particular art, that's different than wanting to be the best martial artist, period.
God bless.

Sure. I started at age 44. I'll never be Bruce Lee, but I am a 3rd degree black belt. I think Chuck Norris started when he was in the Air Force in Korea.

First question - no
You must have at least a few years of dedicated practice to be good in any of the martial arts.
Jet Li was Wushu Champion for all of China six times. You think you would be that good starting at 17...
It is ultimately up to you. How dedicated you are, and how much you practice. Good luck.

Well, it all depends on what type you do, I'm like almost an expert at taekwondo and it takes at least: (the degrees count for blackbelts)
38 years- 9th degree
30 years- 8th degree
23 years- 7th degree
and a book i have says 2 years for 1st degree, but it took me 5 years to get to the 1st degree, it depends what studio you go to
but you can do it starting at the age you are if you have perseverance

Yes. 17 is an excellent age to start. My teacher started about that age.
One of the martial artists I admire most and is an absolutely excellent teacher didn't start until he was 42. I started at about the same age and now have my own dojo.

Remember the sky's the limit. Your going to have to put in lots of practice and dedication. However you will see results, and maybe you will be that good. "...We are unique, gentlemen, in that we create ourselves. Through long years of rigorous training, sacrifice, denial, pain, we forge our bodies in the fire of our will..."
