O,K,, moving the car was crossing some major boundaries...and you are not at fault in any way with any of the situation as you were the passenger. Actually, it must have been rather scary for you.
But illegally parked cars-- I run into this EVERY day at my job. Large company, too few handicapped spaces. Every day there is some bozo that is parked in a handicapped space (the last one left of course) so they could just run into the building "for a minute." Well, their minute is usually 15-20. So then I have to park at the other end of the lot--sometimes walking more than a block or so to get to the building. Which, only a handicapped person can attest to, that 1 block walk is very time consuming and painful.
Before I shattered my leg I never parked in a handicapped spot--not even for a minute. How these people can justify doing so is just appalling.
You know, this is why handicapped people just give up on trying to work. It is easier to sit at home and draw disability (no, I am still working, but it has crossed my mind).

First of all you or your friend were wrong period the end final. Theres allways someone who dont think the rules apply to them. well my date said no but im just gonna be in there for a minute so its ok? that is an extreme example but where do you draw the line.
The vehicle is considered an extension of your private property (home). The person you state entered has infact commited B+E same as if he walked into your home. But the more i think about this question the less it seems real. Your reaction for one. Who would just sit still and let some strange person enter their car and start it up?

That is completely illegal.
It doesn't matter if they wanted the vehicle moved, they are not allowed to enter someone else's car without permission.
As pathetic as it seems the only option they have legal right to take if it's a paid spot for them (like a carport at apartments) is to call either the office where they paid or the police. By that time, your friend would have come back . . .
If you know who they are you CAN go after them for entering the car (if its yours) otherwise your friend can.
If you would have hit him with your purse or w/e that wouldn't have been out of line . . . how could you know he wasnt going to kidnap you while stealing the car????
PS next time you're in the passenger seat, LOCK THE DOORS so that this can't happen . . . also, if someone you dont know gets in the car without your permission GET THE HECK OUT -

The car shouldn't be parked in someone else's spot for 30 seconds.
If you were in the passenger seat and he was honking it only makes sense that you get out and move the car yourself.

Technically, yes, it is a "burglary" if someone enters you car with out permission. But, what you first need to ask yourself is why are you trying to justify your illegal act by condemning his.
Follow the rules and you wouldn't have become involved in this.
Personally, if you had been parked in a spot reserved for me, I would have blocked you in and called a tow truck to have you removed at your expense.

No, that's totally wrong to be in his spot in the first place.
If you were able to drive, you should have moved the vehicle or went and got the owner.

You are right. He had NO business getting into the car to move it. BUT your friend had NO business parking there either.
Had it been me, I would have just parked behind the car blocking it from leaving and I would have locked my car (truck) up and gone about my business.

All I can say is that any stranger who jumps into my car and starts to move it while I was sitting on the passenger side is going to wish he never would have gotten out of bed that day.
