Tattoos are not skanky. The placement is not skanky.
Skanky is how she carries herself. How she shows the tattoo. (Too much flesh showing can be a turn off) Also, I have to shake my head at bigger girls getting tattoos there and wearing belly shirts.
Tattoos are not sinful. (All things are permissible, not all things are beneficial) Leviticus refers to self mutilation for the sake of pagan deities.
Of course, if a woman got a tattoo that was of publically unacceptable images, than maybe skanky would fit.
Tattoos are what that person thinks they are. My opinion, your opinion or any other person's opinion should not matter to the tattoo wearer!

Tattoos do NOT exlude you from being scanned or MRI'd. That myth is based on inks that were made with small amounts of metal.(25-30 years ago)

I am 30 years old and got a tattoo (which turned into 3) on my lower back when I was 24 because I wanted to hide it in professional situations, as well as because it seemed like the least painful place that I could think of.
As with all tattoos, don't just get one on a whim by picking out whatver flash on the wall looks pretty or neat at the time- you may regret it later. Get something meaningful to you that way you won't care what people think about it.

Depends on the tat. It's when you can tell someone is dressing to TRY to show it off. And when you can tell someone didn't get the tat as an expression of who they are or something they love, or thought through, but just to try to look cool and then they make up a stupid story to make it sound deep. Yes. Most lower back tats look skanky only because if you look a the majority of people who have them, it's the ones I mentioned above.

Your tattoo is only as skanky as you want to make it. Be sure you are definatley sure that is what you want before you go get it. Print a picture or have a friend draw it up and look at it for a few weeks before you have it permanently inked on your body. I have several tattoos myself...one of which is on my lower back. Be sure to follow the contours of your body and it will look a lot nicer.

I think skanky has more to do with the person than the tattoo and location. Granted, most guys refer to lower back tattoos as "targets", but they're just silly pervs, so who cares. A tattoo is a very personal expression, and as long as you like it, and don't act or dress like a skank, then no, it's not skanky.

To be honest yes i associate these tattoos with being 'skanky', most people over 20 do that i know.... of course there are exceptions to everything but to be safe don't do something so cliche.

It depends on what the tattoo is of and the person who has the tattoo. I have seen some very tasteful ones and I have seen even more distasteful lower back tattoos. Personally, I wouldn't get one in that area.

so many girls are getting these tatoos today. Also another thing most people don't know about tatoos are that once you get one, you can no longer get life-saving tests like Cat scans because of the ink they use. So really it is a personal choice, but I personally think that it makes girls look too easy and want to be part of the crowd too much.

I have one on my lower left hip and I don't think it is skanky. I think it is a compliment to my persona, and wouldn't change it. I think it's special - like me.
