If you mean income taxes, there will be instructions in your income tax booklet which you should receive the end of this month. You can file your taxes on line - the booklet will tell you how.

If you mean property taxes, there will be an address included with your tax bill.

I will join the collective assumption this question refers to Federal income tax. The answer would vary by state for other taxes. Paying on-line would naturally mean paying by credit card. The IRS does not accept credit card payments directly, but you can pay though one of two payment services. Both charge a 'convenience fee' in addition to the tax payment. I assume you're talking about federal income taxes. You pay them to the IRS. They have several different mailing addresses, depending on where you live. You can find them on irs.gov.

You can't pay the quarterly estimates online. If you e-file your taxes, you can have any taxes due taken out of your checking account. Even if you file on paper, you can also choose that same option but it will take a little longer.

The easiest way is to go online to IRS.gov and file online for free. This is for Federal taxes, turbo tax online charges a fee for State. But, at the end it will tell you how much you owe or get back. Then it gives you the option to pay by check online or get direct deposit for your refund. It's sooo easy.
