The answer would be B. A road is most slippery at this point. This is due to most roads being created from Asphalt.
As the sun beats down on asphalt it draws the oil in it to the surface, so when it rains, the oil and water is combined to create a slippery surface on the road. As the rain continues it will eventually wash the oil off the road, that is why it is always the worst during the first 5- 10 minutes.

The answer is (b) rain causes oil on the road to rise to the surface(oil floats on water) this will cause a loss of traction until enough water has fallen to somwhat wash the road clear, but note the road is never compleatly clear

B. within the first five or ten minutes. this is becuase when it starts raingin the water pulls up all the oils and everyhting from the road and makes it much more slick. increasaing the risk of hydroplaning.
