Because I've heard it meant the person was 'psycho' and I've heard it used to say they have insomia, I would like to know the correct usage.

A person that cannot sleep suffers from insomnia and is called an insomniac. It has NOTHING to do with being psychotic.

An insomniac is a person who suffers from insomnia. I knew a guy that I used to work with who had insomnia. Normally, he would not sleep for three to four days straight.

An insomniac is a common way of referring to someone who has insomnia. I've never heard it used another way, myself. I mean it sounds a bit like "maniac" which is an old way of saying that someone is "crazy".
