Stylization. They're the middle letters in the word "Marlboro" and it simply makes the word look better and a little more bolder. It's just a graphic design trick sometimes used in advertising.

The Surgeon General made them do that because those two stand for "Lungs Bleed" which is the result of Marlboros.
