I did a quick search and couldn't find anything for free, but many companies let you use a trial version of the software for 30 days without paying. Look for some commercial design software packages and see if they offer a free trial period.
The first link below is for a listing of many different design and production software packages. Some are pretty specific, such as for the design of handbags and shoes. Others are for larger clothing items. The second link is for reasonably priced clothing design software, although it still may be more than you can afford.
You might try looking for software that children might use to design outfits for Barbie dolls. It will probably be very limited but it may give you some experience with outfits and clothing design. It should be cheap, too.
