I'm not sure if you and I have the same understanding of the word "closing". You may mean stricture (narrowing) or obstruction, I really don't know. In both males & females, urethral stricture can be a result of internal scarring caused by chronic or repeated infection or from trauma. Obstruction can be caused by urinary calculus (stones) or severe adhesions (scars).

For men only, the prostate gland, which wraps around the male urethra, often becomes enlarged after the age of about 45 and cause hesitancy. This condition is called BPH (benign prostatic hyperplasia) and as the name implies, it's benign.
