I have been in several Holiday Inn Express hotels over the past two years and they have all been very acceptable.

I think that the "Express" is just a marketing ploy for the newer hotels. With the different name people can rid their minds of any previous bad experiences at the regular Holiday Inns.

Holiday Inn Express has no restaurant inside. They usually offer at least continental breakfast.

typically, you won't get as many amenities in an express as you would in a standard Holiday Inn. For example most HI Express don't have pool or a restaurant.
