Im 16 and have been told i have an innocent face. I become really shy when i'm around guys and they notice so they deliberatly stare. How do i avoid this?

Maybe you only think they do. Maybe they think you shouldn't be shy (in which case, they're right). Or maybe they're the type who target teenage girls (In which case you should be very cautious!).
BUt it's my guess, they're just interested in knowing you (depending on their motivation). How to avoid it is, stay away from where this scenario happens. You say, you're 16 and innocnent faced. But not everyone looks their age. So maybe they think you look 16 but arn't. When I was 25 someone told me, I look 17. (to give one example.).

They think you are cute! But beware of some of these stares... there is too much scary stuff going on in the world so just be careful when you are out!

if you are under 18 RUN and do not look back and if he is a lot older then you run he is more then likely just thinking about sex after they get it they will leave you and you will feel a lot madder because he took what you wanted to save till you found some one you love belive me it is better if you wait and not used
