If you are asked to open the second drawer from the bottom, they IMPLIED the botttom of the DRESSER which is the 4th drawer (from the top of the dresser).
If you are asked to open the second drawer from the bottom DRAWER, then it is the 3rd drawer from the top (of the dresser).
