Well, if your in the USA, be prepared to be speaking to a very nice branch of the US government...They are called the ATF.
They like to know anyone who has that kind of explosives or capability to deliver them....(that's Alcohol, Tobacco, and Firearms) FBI tends to get involved too.

If you have been caught all ready You need legal help & they will let you know whats in store for you.
If you haven beeen caught get rid of it & hope no one ever finds it.

Call the Air Force, they sometimes let amateurs rocketeers use their nellis range or Brandenburg might launch it for ya.
