In American English, when "the" comes in front of a word that starts with a vowel, it is pronounced "thee". When "the" comes in front of a word that starts with a consonant, it is pronounced "thuh".

The right way to say it would be Tha unless it's followed by another word and the first letter of that word is a vowel, example: The English language. That would be thee English language not tha English language. While it's: tha cat, when the first letter of the following word is silent.
The other thing is you may pronounce it "thee" if you want to stress the word after it, as in focus on it:
example: He is thee man of the hour. sort of.

Generally, "the" (with a soft e, pronounced thuh) is used with nouns that begin with a consonant. "The" (with a long e, pronounced thee) is used with nouns that start with a vowel. So it would be the (thuh) dog and the (thuh) cat, but the (thee) antelope. It's much like y and e in Spanish.
