I am not sure if this girl likes this other guy or me, I like her and Iam not sure how to show her my ideas of her with out saying to "loudly" so to speak. I dont want to go to fast, but if I go to slow, then the other guy will meet up with her(if you know what I mean)

Dude, what's the fuzz? Stop beating around the bush and ask her out. Begin by talking about the weather, food, and hollywood stuff. Then, tell her that you would love to continue the conversation and would also love to know her better. How about dinner?
She can only say no. If so, move on.
Go get her, tiger.

Ask her out for something simple, like coffee or lunch. Something casual will show that you're interested but not pushy.
Don't call her all the time or you will come off as going too fast.
Keep it lighthearted and friendly until you get to know each other better.

Give her a flower for four days and then have on the fifth day a flower with a cute note.

Say something like "My day is even brighter knowing you are alive. You are beautiful, amazing, and you make my day. Have a happy *insert day of week*" Then enclose your phone number and say something to her like "if you would join me for a movie this weekend, let me know"
