They are standard in the rest of the world, throughout Europe and Asia, but next to impossible to find here in the USA. Why?

It's likely an issue of demand. Few Americans bother with non-US media, let alone non-NTSC media. NTSC is also a very common standard in most of Latin America, which is most likely why there hasn't been a demand even with our large influx of Spanish-speaking immigrants.

Also, with computers having DVD capability now, it's nearly unnecessary to bother with getting a new player to play PAL format DVDs. My laptop, for example. could simply be hooked into my TV if I wanted to watch some of the Italian DVDs I have.
