Constantine the Great, the first Christian emperor, called the first counsel of churches in A.D. 325 at Nicea in present-day Turkey. At that time many writing were extant. The counsel discussed which writings were authoritative (canonical) and which were spurious. The ultimate acceptance of the 27 books known as the New Testament was a process covering several centuries.
