In Maryland and DC, the rule with plastic containers is "it must have a neck." This is to assure that a high percentage of #1 and #2 plastics get recycled, which is the type that Maryland and DC are set up to take. The number is in the middle of the recycling symbol. The numbers indicate different plastics and they recycle in different ways. When people were asked to look for the number, too much of the wrong stuff was getting put in the recycling bins. Using the "plastic has to have a neck" rule has helped the recycling process in our area.

A recycling symbol on a product indicates that it can be recycled, not that it has been recycled once already. Of course, "can be" totally depends on the area of the country and what recycling facilities are in place. As one responder noted: call the waste disposal/recycling center in your particular area to get the answer.

No If it is the first time the plastic was used it wont have the emblem on it but it can be recycled. there are certain item that cannot be made out of recycled plastic.

yes. you may also be limited to certain types of plastic. Inside the recycle emblem is a number with the type of plastic. in my municipality only number 1 and number 2 plastics are accepted. that requires removing the caps from shampoo bottles and what not when they are not labelled or are often labeled as type 5.

No. Most recycling places take all plastics now. However, if your recyle place designates specific numbers, then I'd call them and ask.
