She was born abroad, her father was and still is a Croatian citizen (dual citizenship between Croatia and the country in which he lives in now), but her mother is not a Croatian citizen, and never was.

If her father is alive he should be able to petition her.

Not unless the laws are substantially different then recently. She is a citizen of whichever country she was born in or took the oath of allegiance to and became a naturalized citizen.
