Citizens of the community are informants. These citizens may be asked by drug enforcement about certain people and/or activities. Many times these informants are paid by law enforcement for there knowledge. Police informants typically are not employees of any law enforcement, they are common people within the community.

The thing about police informants is that they are confidential informants. So there is no way of telling who the informant is. Hopefully anyone who sees illegal activity going on though has the right mind to contact the police department.
