It's very understandable in its present form. This is what I'd write:

******
Date : Tuesday, December 19 (the last class)
  Time :5:00 PM - ???
  Location : Near Tokyo Station
Venue: Restaurant to be selected based on the number of attendees.
Cost : Food and non-alcoholic drink tab will be split among students. Alcohol to be paid for individually
Other Information: Any language is allowed during eating

Name:

Will Attend________Will Not Attend________
(check one)

Coordinator : Kojiro Smaura

Next to "Venue" write: Restaurant TBA (which means "to be announced." I'm not sure what you mean when you say "subject to adjustment due to drinking volume." Do you mean "Cost will be based on the amount each person drinks"? What is "Others"?
Maybe you mean "Other" without the "s". Do you mean that students may converse in any language during the meal?

Your English is very good. You don't really need any corrections.
You might say "Restaurant to be decided, attendees will be notified."
Cost: split between students, drinks not included.(or cash bar)
Other: any language allowed during meal.
Please return with Will / Will Not Attend.

This is good, just a couple of suggestions: I would say:
Venue: restaurant to be advised as soon as decided
Cost: split between students. Pay for own drinks.

I wish I could speak your language as well as you speak and write mine! Happy holidays.

I agree with Ladybird, including the last sentence.

One note, Americans will sometimes use the phrase, "A pay-as-you-go bar will be available".

Have a great party...
