The same as any other carp, same rigs and baits for all. But are you trying to catch 1 in this country, because if you are, they are very rare. And the lakes that do stock them, only stock a very small number.
The only lake in the southeast for instance that springs to mind is hawkhurst fishery, in hawkhurst. But the fish are in the specimen lake, which is a lot dearer than the other lakes. I think its £20 - £25 for 12 hours, so a weekend is quite dear. Hopefully you have somewhere cheaper near to you. Tight lines

use dough balls
Dough Balls for Fishing
1 cup water
2 teaspoons sugar
1 1/4 cups ground cornmeal
3/4 cup flour
Bring water and sugar to a boil. Lower heat and add cornmeal and flour. Stir over low heat for 5 minutes. Cover and put in double boiler on low for 1/2 hour. If too thick, add water. If too thin, add flour.
Knead dough when cool enough to handle. Divide dough into 5 parts. Wrap each piece tightly and freeze so it will be ready for those last-minute fishing trips.
Variation: This recipe can be varied by adding a tablespoon of peanut butter or a secret flavor of your own.
Testers note: This was the only recipe we did not test, as we're bluegill fishermen and bluegill prefer live bait. However, we spoke to Matt's mom, Venus, the editor of West Liberty's cookbook and a dedicated from-scratch cook. She verified the recipe works great.
Good luck fishin'!

Use both hands and keep your eye on the objects trajectory, speed and amount of slipperiness once in contact.
And it may also depend on who is throwing it. For example, you may be more nervous if the fish is thrown by the Pope rather than a neighbour. But if can 'keep the head' and concentrate, you should catch it regardless of who's the thrower or what distance they are away from you.

A koi, or ornamental carp, can be blue, but these fish are not often found in the wild.

Well, if you are really set against using a smurf, try using canned corn or hominy or balls made of cornflour and water.
